Acknowledgement of Compliance granted to COSL Drilling Europe AS for COSLPromoter

The Petroleum Safety Authority Norway (PSA) has granted COSL Drilling Europe AS an Acknowledgement of Compliance (AoC) for the COSLPromoter semi-submersible drilling facility.

On 6 November 2012, COSL Drilling Europe AS (COSL) received an Acknowledgement of Compliance (AoC) for the COSLPromoter mobile drilling facility.

What is an AoC?
An Acknowledgement of Compliance (AoC) is a statement from the PSA indicating that a mobile facility is considered to comply with relevant requirements in the petroleum activities regulations. An AoC also includes the company’s safety management system.

The PSA bases the decision on information provided by the applicant in a special AoC application regarding the facility’s technical condition and the applicant’s organisation and management system.

The information is verified by the PSA through selected audit activities. When the PSA grants an AoC, all safety-critical nonconformities must have been corrected.

After the AoC has been granted, the shipowner is responsible for ensuring that the organisation, management system and facility’s technical condition always comply with the regulations.

If a facility operates outside the Norwegian shelf, the owner can decide whether or not to maintain the AoC. If the owner chooses to maintain the AoC, then the owner is obliged to ensure compliance with the preconditions stipulated for the AoC at all times.

Facts about COSLPromoter
COSLPromoter is a semi-submersible dynamically positioned drilling facility, type GM4000. The facility was assembled and built at Yantai Raffles Shipyard (YRS) in China. The drilling package was delivered by National Oilwell Varco (NOV) and built at Nymo in Grimstad.

COSLPromoter and relevant parts of COSL Drilling Europe AS’ organisation and management systems are considered to comply with relevant regulatory requirements for petroleum activities.

The validity of this Acknowledgement of Compliance assumes that COSL Drilling Europe AS ensures that the facility and relevant parts of the company’s organisation and management systems are maintained, to fulfil terms and conditions set out in the PSA’s decision.

In connection with the AoC application for COSLPromoter, the PSA carried out audits within several selected disciplines.
