The audit was conducted as a document review and inspection of the facility while it was moored alongside the quay in Ulsteinvik.
Background for the audit
Island Offshore has applied to the Petroleum Safety Authority Norway for an Acknowledgement of Compliance (AoC) for the well intervention facility Island Constructor (photo).
The audit is part of the PSA's consideration of the AoC application. The facility will be used for petroleum activities on the Norwegian Continental Shelf.
Purpose of the audit
The purpose of the audit was to verify whether the working environment on the facility fulfils relevant requirements as specified in applicable regulations, obtain an update of the remaining mapping work, as well as facilitating further consideration of the AoC application submitted.
Result of the audit
It is our impression that IO in most areas has carried out good mapping work to verify compliance with applicable regulatory requirements relating to working environment conditions.
What remained was to obtain a status of the noise level on the facility. This is data related to area noise, as well data for 12-hour noise exposure for exposed employee groups.
Moreover, work on verifying the emergency lighting and assessing the safety signposting on the facility also remained.
We identified a need for improving the noise signposting on board, and for improving IO's systems to ensure the necessary quality and accessibility of safety data sheet in places where chemicals are stored.
Certain shortcomings in safeguarding the employees against hazardous chemical exposure in various operations were also identified.
