The audit activity was a follow-up of the technical audit that was carried out at the Jurong Shipyard Pte Ltd (JSPL) construction yard in Singapore, as well as a continuation to cover operative factors such as the management system for operation of the facility and implementation of this within the discipline.
The audit was carried out with a kick-off meeting on 4 November 2011 in NADL’s offices in Stavanger and an audit on board the facility at the workshop in Ølensvåg.
West Elara is a new N Class jack-up drilling facility built by the Jurong Shipyard in Singapore. At the time of the audit the facility was docked in Ølensvåg for commissioning and preparation for operation on the Norwegian continental shelf.
Seadrill Offshore AS is responsible for building the facility while NADL is responsible for the daily operation of the facility on the Norwegian continental shelf.
The PSA’s activity was carried out as a part of the processing of the company’s application for an Acknowledgement of Compliance (AoC). The facility will be used as a living quarters facility for Statoil on the Norwegian continental shelf.
The objective of the audit activity was to follow up factors identified during a previous audit with regard to facilitation for safe material handling and use of lifting appliances and gear, including cranes, operative factors, management system for operation of the facility and implementation of this within the discipline.
The audit identified nonconformities and improvement items in relation to the regulations. The conditions are mainly associated with inadequate follow-up and incomplete correction of technical factors identified during previous audits, as well as completion of a management system for safe use of lifting gear.
