Audit of maintenance management, electrical and safety systems - Scarabeo 8

During the period 6-8 March 2012, the Petroleum Safety Authority Norway (PSA) conducted an audit of the mobile drilling facility Scarabeo 8, targeting electrical systems, safety systems and maintenance management.


The audit is part of the processing of the application for an Acknowledgement of Compliance (AoC) for Scarabeo 8.

Saipem SpA Norwegian Branch (Saipem) is responsible for construction of the facility, and will also be responsible for daily operations on the Norwegian continental shelf. The facility will be used as a drilling facility for Statoil, and later for ENI in the Barents Sea.

Background
Scarabeo 8 is a new mobile drilling facility which, whenthe audit was conducted, was anchored in the fjord outside the shipyard in Ølen. Installation, commissioning and testing of systems and equipment were underway.

Objective
The objective of the audit activity was to verify technical and management aspects on the installation within the relevant technical areas that were the object of the PSA’s verifications.

Result
The audit was carried out in the form of verifications and spot checks on the facility, as well as a review of the company’s governing documents and procedures, in addition to conversations with the involved personnel. The activity also included a review of project documents and verifications of technical aspects on board the facility.

The activity revealed several nonconformities and improvement items in relation to the regulatory requirements within maintenance management, risk and barrier management, and electrical and safety systems on board.
