Audit of construction analyses associated with the new living quarters facility on Ekofisk

On 25 May 2010, the Petroleum Safety Authority Norway (PSA) carried out an audit of the location-specific construction analyses associated with the new living quarters facility, Haven. We did not identify any non-conformities in relation to regulatory requirements, but we did identify several improvement items.


The audit was carried out at ConocoPhillips' offices in Tananger. The background for the audit was that the work on the location-specific conditions associated with the load-bearing structures on the jack-up facility Haven are approaching completion, and that ConocoPhillips wants to apply for consent to use the facility.

OSM Ship Management will be responsible for operating the facility, and will apply for an Acknowledgement of Compliance (AoC). The PSA wants to assess the facility-specific conditions in connection with processing the AoC application.

The purpose of the audit was to follow up that the analyses and assessments are planned, managed and carried out in accordance with regulatory requirements and recognised standards. During the audit, we reviewed documentation associated with basic data such as subsurface surveys for load-bearing structures, location-specific structure analyses, including the companies' own audit and verification activities.

Result
We did not identify any non-conformities in relation to regulatory requirements during the audit.

We identified improvement items relating to:

  • Documentation of VIV analysis (VIV: Vortex-induced vibrations in wind)
  • Verification of software used in subcontractor's structure analyses
  • Dampening values for fatigue analyses
  • Inspection of geotechnical stability during erosion
  • Documentation of risk analyses
  • Measuring compliance with the Maritime Directorate's regulations
