Audit of Draugen – AS Norske Shell

With assistance from the Civil Aviation Authority Norway, from 10 to 13 December 2013, the Petroleum Safety Authority Norway (PSA) carried out an audit of the management of emergency preparedness and helicopter operations at Draugen.


Objective
The objective of the audit was to review and evaluate the management's administration of emergency preparedness and helicopter operations at Draugen. We were seeking a presentation of which processes Shell has established to ensure that the conditions, restrictions and recommendations in the emergency preparedness analysis are properly provided for and that they are communicated to the emergency preparedness organisation. In addition, we wished to verify the robustness of the emergency preparedness organisation offshore.

Result
Non-conformities were identified in connection with:

  • documentation
  • labelling

In addition, improvement points were identified in connection with:

  • follow-up of operations following drills
  • first-aid training
  • handling of shared platform scenarios and use of lifeboats
  • handling of dimensioning accidental events
