The audit was directed at the emergency preparedness discipline, with emphasis on the facilities’ management systems for preparedness, emergency response organisation, personnel competence as regards emergency response tasks, emergency response equipment and means of evacuation.
The activity was carried out through a document review, presentations, interviews, conversations and verifications.
The audit began with a meeting on land on 20 September 2010 with a presentation of relevant management systems for emergency preparedness. On Eldfisk A, a kick-off meeting was held, along with inspection of the facilities, interviews, conversations and verifications with managers, technical personnel, members of the response teams and the safety delegate service. On Eldfisk B, an inspection of the facility was carried out. An emergency preparedness exercise was carried out at Eldfisk A, focusing on fire in electrical equipment. After the activity was concluded on the facilities, a summary meeting was held.
The audit was mainly based on Chapter VI-II of the Activity Regulations on competence and Chapter XI on emergency preparedness.
The purpose of the audit was to verify that COPSAS safeguards preparedness-related factors on the Eldfisk field with regard to regulatory requirements, including organisation and safeguarding their own preparedness organisations, means of evacuation, maintenance of emergency response equipment and maintenance of the personnel’s competence regarding the preparedness functions they perform.
No nonconformities from the regulatory requirements were identified during the audit.
Improvement items were identified within the areas of follow-up of performance requirements, signage and marking of evacuation routes.
Potential nonconformities were identified relating to the helicopter decks and the PSA will ask the Norwegian Civil Aviation Authority for assistance with an audit directed at the helicopter operations on the Eldfisk field in 2011. The audit notification did not include the helicopter deck.
