Audit of Equinor – Johan Sverdrup living quarters facility

We have carried out an audit of Equinor Energy (Equinor) and their management of logistics, emergency preparedness and the working environment for the living quarters facility for the Johan Sverdrup field.


The audit was conducted from 6 to 8 February 2019.

The Johan Sverdrup field is in development with scheduled production start-up in Q4 2019. The audit was part of the follow-up of the development project and our processing of an application for consent to use the living quarters facility.

During the audit, the accommodation module was located at the Kværner yard at Stord and installation on the field was planned for March 2019.

The audit was carried out with assistance from the Civil Aviation Authority Norway for verification of the helideck and associated equipment and operational systems.

Objective
The objective of the audit was to verify that management and follow-up of the domains of logistics, emergency preparedness including helicopter deck and operations and the working environment in the project phase and in connection with preparation for operation meet the authorities’ requirements.

Result
Our main impression from the audit was good.

We identified two regulatory non-conformities. These concerned:

  • Verification and validation of the working environment in the crane driver’s cabin
  • Arrangements for safe materials handling in landing areas

Seven improvement points were also identified, relating to:

  • Maintenance of offshore cranes
  • Documentation of lifting facilities and equipment for materials handling
  • Documentation of lifting operations
  • Training and drills
  • Suitability of persons in emergency preparedness functions
  • Signage and marking

What happens next?
We have asked Equinor to report on how the non-conformities will be addressed and to give us their assessment of the improvement points we observed.

The deadline for this is set at 26 April 2019.
