Audit of improvement activities at Statoil

Between 2012 and 2015, the Petroleum Safety Authority Norway (PSA) carried out an audit of improvement activities at Statoil. The audit was connected with our main prioritisation of managerial responsibility and was directed at Statoil’s Development & Production Norway (DPN) business area. The audit also included other areas of the company that affect the way DPN works.

The objective of the audit was to verify that Statoil's follow-up of change programmes and improvement activities was performed in compliance with the authorities' requirements. There was a further objective of ensuring that Statoil performed the activities in such a way that HSE risk was identified and monitored and that potential HSE improvements were identified and implemented.

The audit focused on Statoil's own follow-up of the company's change programmes and improvement activities, including risk management and employee participation.

No non-conformities were detected during this audit.

One improvement point was identified in connection with continuous improvement.

We have described a number of matters in the report, which we have asked Statoil to assess. We would especially like feedback on the following:

  • The company's assessment of the use of reviews and verifications associated with the implemented change programmes and improvement activities
  • The company's assessment of the current situation as regards the improvement areas established in connection with the HSE Culture and Learning programme

Statoil has been given a deadline of 15 April 2016 to report on how the improvement point and matters referred to will be dealt with.
