Audit of Johan Sverdrup

We have carried out an audit of Statoil's follow-up of improvement processes in phase 2 of the Johan Sverdrup development.

Johan Sverdrup is an oil and gas field under development on the Utsira High in the North Sea, around 160 kilometres west of Stavanger. Water depth in the area is 110 to 120 metres.

Statoil is the field's operator. Production is scheduled to start in late 2019.

On 9 March, and 6 and 24 April 2017, we carried out an audit of how Statoil is ensuring that HSE risk is identified and accounted for in the work and decision processes involved in taking the Johan Sverdrup phase 2 project forward.

The licensees have not submitted an application for the plan for development and operation (PDO) for phase 2.

The Johan Sverdrup field is being developed in several phases. The first phase is in development and covers a field centre with facilities for processing, drilling, risers and accommodation.

In March 2017, the licensees of the Johan Sverdrup field decided to progress with phase 2 of the development, and the front end engineering design for this is under way. In the FEED phase, a new processing facility, subsea facilities and an unmanned wellhead facility are being planned.

During the audit, we made observations relating to:

We have asked Statoil to report on how the observations will be addressed by 7 August 2017.
