Audit of logistics on Rowan Stavanger

During the period 18-19 May 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit activity aimed at factors related to logistics that deal with material handling, lifting appliances, lifting gear and safe use of this type of equipment, on board the Rowan Stavanger facility.

Rowan Drilling UK (Rowan) will operate the facility on the Norwegian continental shelf. The PSA’s audit activity was carried out as part of processing an Acknowledgement of Compliance (AoC) for the facility.

The facility will initially be used solely as a living quarters facility on the Yme field, and the audit activity was limited to including factors that deal with operation as a living quarters facility.

However, the facility will be the subject of an expanded AoC processing that will cover drilling activity on the Norwegian shelf in the future.

The objective of the audit activity was to verify organisation, the management system, technical conditions and areas on the facility related to the logistics discipline, in order for the facility to function as a living quarters facility, against applicable regulatory requirements.

The logistics audit identified nonconformities and improvement items in relation to regulatory requirements.

These factors were mostly connected to deficiencies in the management system, training that was not carried out at the time of the audit and technical factors identified during the PSA’s audit in Singapore, carried out in January 2011 and that were not yet handled or corrected.
