Audit of logistics on West Elara

During the period 4-7 July 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of logistics, which includes material handling, lifting appliances, lifting equipment and safe use of this type of equipment, on the West Elara facility.

The objective of the audit activity was to verify that the facility was designed for and facilitated safe material handling and use of lifting appliances and equipment, including cranes, and that this fulfils applicable requirements.

Nonconformities were identified during the audit in relation to

  • Pedestal cranes
  • Pipe handling crane
  • Storage and loading deck

Furthermore, improvements were identified in relation to:

  • Facilitation for replacement of wire, hook and/or re-cutting wire
  • Signposting in connection with access to cranes
  • Hand rail on crane boom
  • Upper pipe handling deck
  • Opening hinged hatches

However, it must be said that even though Seadrill was late in entering the project, Seadrill has invested significant resources to achieve the best possible material handling and use of lifting appliances and equipment.

It must also be mentioned that the design of the loading deck and storage areas and placement of the cranes provides good visibility to deck areas planned for regular loading operations.

In addition, the main loading decks and storage decks are on the same level which enables use of a forklift and trolleys that help reduce the number of lifting operations.
