Audit of maintenance management in Statoil

From 11-14 April and 27-29 April 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of maintenance management in Statoil Petroleum AS (Statoil).

The audit targeted the following facilities:

  • Oseberg field centre
  • Brage
  • Heimdal
  • Grane

Statoil displayed a great degree of openness in all presentations, and the dialogue was good. The audit was well facilitated.

The PSA sets the premises for, and follows up to ensure that the players in the petroleum activity maintain high health, safety and environmental standards, thereby contributing to create the greatest possible value for society.

The follow-up must be system-oriented and risk-based, and come in addition to the industry’s own follow-up.

The objective was to verify that the regulations are complied with, that facilities, or certain parts thereof, are maintained so they area able to perform their expected functions in all phases of the lifetime.

The audit aimed at clarifying the combination of the technical, administrative and control measures which ensure this, and included areas such as:

  • Status as regards preventive and corrective maintenance (PM and CM), including backlogs and outstanding maintenance
  • Impact assessment of backlogs and outstanding maintenance, individually and overall
  • Method for prioritising backlogs and outstanding maintenance
  • Action based on impact assessments

The results build upon presentations of elements in Statoil’s management system and conversations with selected personnel, mainly maintenance process owners, maintenance managers onshore and offshore and people responsible for facility integrity (onshore positions). Verifications were also carried out.

The audit identified deficient compliance with regulatory requirements relating to maintenance management.

The observations characterised as nonconformities are grouped under the following main areas:

  • Performance parameters and indicators
  • Follow-up of systems and equipment
  • Classification of systems and equipment
  • Maintenance program
  • Nonconformity handling
  • Documentation
  • Information and communication systems
