Audit of management of major accident risk - Nyhamna

During the period 9-10 December 2010, the Petroleum Safety Authority Norway (PSA) conducted an audit of how AS Norske Shell works to limit the risk of major accidents at the petroleum installation at the onshore facility for Ormen Lange at Nyhamna, especially as regards maintenance.


The audit was carried out in the form of document reviews, meetings and conversations with relevant personnel, as well as verifications at the installation.

Background
Any installation that handles hydrocarbons and other substances that are toxic or hazardous in other ways, has a potential for incidents that can develop into a major accident. Supervising the companies' management of major accident risk is a prioritised area for the PSA's audits. 

Objective
The objective of the activity was to audit how AS Norske Shell, as the operator of the facility, handles its duty to ensure that regulatory requirements related to management of major accident risk and maintenance management are safeguarded, as well as that the safety report for the Nyhamna facility is followed up. 

Result
The audit identified no matters that are considered breaches of the regulations. However, we did identify improvement items related to

  • management of improvements in the maintenance program
  • access to spare parts for safety-critical equipment
  • handling of nonconformities.
