Audit of preparedness on Haven

From 20-21 June 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of the Haven jack-up living quarters facility at the Nymo yard in Eydehavn. The audit was carried out within the preparedness discipline, and the PSA received assistance from the Norwegian Maritime Directorate to carry out the audit activity.


Background
The audit was carried out in connection with the case processing of the Acknowledgement of Compliance (AoC) application from OSM Offshore AS. This activity was a follow-up of the audit carried out on 22-23 March 2011 and reviewed areas that were not available for verification at that time, e.g. factors in the living quarters module, signage and labelling.

Objective
The objective of the audit was to follow-up the quality of carried out compliance measurements of technical factors and preparedness, and furthermore, through audit of selected areas, ensure that the facility was built in accordance with applicable requirements in the Petroleum Regulations.

Results
The audit identified nonconformities in relation to the regulations in connection with:

  • Labelling evacuation routes
  • Signage
  • Emergency lighting
  • Securing loose equipment

Furthermore, improvement items were identified in connection with:

  • Lifeboats
  • Escape route from helicopter deck
  • MOB boat
