Audit of risk analysis, preparedness analysis and preparedness for Ekofisk 2/4-Z

From 24 to 25 August 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of ConocoPhillips Scandinavia as management of preparedness associated with building a new wellhead platform, 2/4 Z, on Ekofisk.


Background
ConocoPhillips is designing and building a new wellhead platform on Ekofisk. The audit was part of the PSA’s follow-up of the project.

Objective
The objective was to verify that the engineering is taking place in accordance with regulatory provisions, recognised norms, the operator’s own requirements and that the different players contribute to sound and appropriate solutions. Furthermore, the objective of the activity was to investigate whether the different players understand the regulatory requirements for preparedness and whether they have established appropriate management systems for follow-up.

An important part of the audit was also to verify that ConocoPhillips has facilitated good processes for employee involvement and input from the operations organisation.

Results
It is our impression that ConocoPhillips and Aker Solutions have established and implemented good systems for management of the project and that the project organisation is staffed with experienced personnel with good knowledge regarding Norwegian regulations and standards.

At this stage in the project no nonconformities or improvement items have been identified.
