Audit of risk based inspection philosophy for pipelines

Petroleum Safety Authority (PSA), Landesamt für Bergbau, Energie und Geologie (LBEG) and the Danish Energy Agency (DEA) have conducted a supervisory activity with risk based inspection philosophy for pipelines towards Gassco and Statoil as Technical Service Provider (TSP).


The supervisory activity was conducted with a meeting and verification in Orbit Pipeline at Kårstø Thursday 9. September 2010. A short summary meeting was held at the end of the day at Kårstø.

Background
The risk based inspection philosophy for pipelines has been an issue on consecutive authority meetings and applications for the last few years. This supervisory activity focuses on the implementation and use of the risk based philosophy in Gassco and in Statoil as TSP.

Objective
The objectives of the supervisory activity is to verify that the risk based methodology for operation of pipelines is implemented and used according to rules and regulations and that relevant procedures from Gassco are followed.

Result
The Supervisory activity was carried out according to the prepared plan.

It was recognized that Gassco and the TSP is continuously working on improving the technical concept and related documentation for RBI to also include components, 3rd party inspections, up-dating according to new guideline DNV RP F-116, etc. Regulators will continue their activities and accompany this process going forward.

We did not identify any deviations from rules and regulations, but the report includes observations regarding documentation of management of change and continuous improvement, and systematic approach to risk based inspection where there is room for improvement.
