Audit of Rocksource ASA in connection with planning of well 6608/11-7 S with Borgland Dolphin

On 22 August 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of Rocksource ASA.

The background for the audit of Rocksource was to verify management of health, safety and the environment in the planning and preparation for implementation of the company’s drilling operations with Borgland Dolphin. This will be the company’s first operated well on the Norwegian shelf.

The objective of the audit activity was to verify the company’s robustness in relation to organisation and management systems and to investigate whether technical and operational capacity and expertise are sufficiently safeguarded.

Furthermore, the objective of the audit was to verify compliance with health, safety and environment requirements during the preparation and implementation of the drilling operation with Borgland Dolphin for well 6608/11-7 S.

The main impression is that Rocksource has relied on the resources included in the drilling consultant company’s organisation, but that Rocksource has still sufficiently managed the progress in the drilling activity pursuant to the regulatory requirements for the operator’s supervisory duty.

No nonconformities were revealed, but improvement items were identified in relation to:

• Capacity and expertise
• Implementation and use of management system
• Application of risk registry
• Follow-up of health, safety and preparedness
