Audit of Rowan and Lundin – working environment and drilling and wells

We have carried out an audit of Rowan Norway Ltd (Rowan) and Lundin Norway AS (Lundin) concerning management of the working environment, employee participation and drilling operations on the Rowan Viking mobile facility.


From 17 to 25 January 2018, we carried out an audit of the rig contractor Rowan and the operator Lundin.

The objective of the audit was to verify the companies' compliance with the HSE regulations within the domains of the working environment and drilling and wells in respect of the operation of the Rowan Viking mobile drilling facility.

We examined the following areas in particular:

  • Management of working environment risk that may cause damage to health and occupational illnesses. A special focus was placed on mud handling, noise exposure and factors entailing an increased risk of musculoskeletal disorders.
  • Facilitation of genuine employee participation: organisation, involvement of the safety delegate service on board, working environment competence of the safety representatives, line managers, and working environment committee members, and how the working environment committee functions in respect of the facility.
  • Management and progress in drilling and well operations including involvement of the well service companies in the execution of activities on the facility.

In the audit, we also looked at how the operator Lundin fulfilled its supervisory responsibilities for the activities on Rowan Viking.

Result
In the audit, we identified regulatory non-conformities in the domains of change processes in catering, chemical health risk, training in and knowledge of noise exposure and collaboration between the company health services.

We also identified improvement points linked to mapping and risk assessments within ergonomics, arrangements for catering workers, the operator's follow-up of third-party companies, competence and well control exercises.

We have asked Rowan to report on how the non-conformities will be addressed, and for an assessment of the improvement points we have identified. We have asked Lundin for their assessment of the improvement point concerning the operator's follow-up of third-party companies.

The response deadline is set at 22 March 2018.
