Audit of Statoil - Norne

We have carried out an audit of Statoil's operation of subsea facilities and leak detection systems on the Norne field.


On 12 and 13 December 2017, we carried out an audit of Statoil and the company’s operation of subsea facilities and leak detection systems on the Norne field in the Norwegian Sea.

The audit was conducted in collaboration with the Norwegian Environment Agency.

Background
The background to the audit concerns previous incidents involving leaks from subsea facilities on the Norwegian Continental Shelf, the follow-up of incidents, experiences from the operation and maintenance of leak detection systems and assessments of barrier performance.

Objective
The objective of the audit was to gain an overview of how Statoil operates subsea facilities and leak detection systems at Norne and to examine if operations comply with company's own requirements and statutory regulations.

Result
Five regulatory non-conformities were identified by the audit. These included governing documents, risk and criticality assessments for preventing and detecting leaks, barriers, alarm management in the central control room and maintenance management.

We have asked Statoil to report by 21 February 2018 on how the non-conformities will be addressed.
