Audit of Statoil – Valemon

From 10-12 September 2013, the Petroleum Safety Authority Norway (PSA) carried out an audit of Statoil's work on following up occupational health and safety, materials handling and technical safety, including ensuring compliance with the requirements to establish and implement technical and operational barriers in the Valemon development project.

The objective of the audit was to verify whether Statoil's management and monitoring of occupational health and safety, materials handling and barrier management was in accordance with statutory requirements, so as to reduce the likelihood of failures.

Non-conformities were identified in connection with:

  • employee participation
  • working environment programme
  • emergency lighting and indoor climate
  • noise exposure calculations
  • verifications and document control
  • verification of OHAS factors
  • WEAC ("Working Environment Check List for Design Reviews and Surveys”)
  • barrier management
  • remote shutdown of fire pumps

In addition, improvement points were identified in connection with:

  • a common materials handling plan
  • the content of the materials handling plan
  • fenders and protective structures
  • lifting points
  • fire in the wellhead area
