Audit of the living quarters facility Floatel Superior

During the period 4-6 October 2010, the Petroleum Safety Authority Norway (PSA) conducted an audit within several different disciplines on the living quarters facility Floatel Superior. The audit is a part of processing the application for an Acknowledgement of Compliance (AoC) for the facility.


During Week 40, the PSA conducted audits of work environment and health-related conditions, emergency preparedness, maintenance, construction safety, logistics and electrical and safety systems on board the living quarters facility Floatel Superior.

Background
Floatel Superior is a semi-submersible, DP class living quarters and construction facility delivered by Keppel Fels in Singapore in March 2010. Floatel Superior will be operated by Floatel International AB, with a project office in Norway and technical and administrative support from the main office in Gothenburg.

The audit is a part of processing the application for an Acknowledgement of Compliance (AoC) from Floatel International AB for the living quarters facility Floatel Superior, and was carried out with assistance from the Norwegian Maritime Directorate, the Civil Aviation Authority Norway and the Norwegian Board of Health Supervision in Rogaland.

The audit was carried out on board Floatel Superior while the facility had a short stop offshore Las Palmas, on the way to Norway. The activity consisted of conversations and a review of governing documents, as well as verification on the facility.

Results
The results from the audit are summarised in reports divided between the areas of

  • Work environment and logistics
  • Helicopter deck
  • Maritime conditions
  • Electrical and safety systems
  • Emergency preparedness
  • Maintenance management

All of the reports include proven nonconformities in relation to the regulations. The PSA has requested a statement regarding how these nonconformities will be handled.
