Audits of materials handling – Skarv FPSO

From 30 September to 4 October 2013, the PSA conducted an audit of BP Norge AS's management of materials handling, technical condition of lifting equipment, and management of lifting-equipment maintenance on board Skarv FPSO.


The PSA has a remit to monitor that petroleum industry players maintain high standards with regard to health, safety and the environment and thereby contribute to creating the greatest possible value for society. The PSA shall contribute to reducing risk in petroleum activities by monitoring that, through their activities, the players safeguard technical and operational integrity. The PSA's audit of materials handling on Skarv FPSO is assessed to be a step in achieving the above objective.

Objective
The objective of the audit is to verify the company's management of technical, operational and administrative aspects of materials handling, and use and maintenance of lifting equipment on Skarv FPSO, in relation to the company's own and the authorities' requirements.

This also includes assessments of:

- The relationship between the scope of the work and the capacity and competence of the organisation/personnel

- The relationships between roles, responsibilities, requirements and available resources.

- The interaction between offshore and onshore entities in the management and performance of various types of maintenance.

Results
The PSA's main impression is that BP Norge AS exercises good management and follow-up of lifting equipment on board Skarv FPSO. In the PSA's assessment, the "Workmate" maintenance system works well and transparently. The operational organisation on board Skarv FPSO comprises individuals with long-term and wide-ranging experience in their fields.

The audit identified non-conformities relating to the compliance of references, loose lifting equipment and cargo carrying units.
