Major accident audit

The Petroleum Safety Authority Norway (PSA) has carried out audits of how the onshore facilities fulfil the systematic health, safety and environment requirements as mandated in the major accident regulations.

The major accident regulations require enterprises to work systematically to prevent and limit the consequences of major accidents.

The objective of the audits was to verify that the enterprises have management systems that cater for this requirement through good structures, routines and procedures, including within the areas of training, risk management, operational control, change management and emergency preparedness.

During 2015, major accident audits of the Hammerfest LNG, Kollsnes, Sture, Mongstad and Nyhamna facilities were carried out.

No non-conformities were detected at any of the plants.

Improvement points were identified at Hammerfest LNG and Mongstad, concerning, respectively, use of control rooms and maintenance backlogs.

"We normally have few comments ensuing from major accident audits. The managements at the facilities are very familiar with the major accident regulations and conscious of fulfilling their requirements", says PSA audit coordinator Kjell Arild Anfinsen.

"Although we only perform one annual audit under the major accident regulations at each facility, the approach to major accidents is integrated into the majority of the PSA's other auditing activities directed at the onshore facilities - since this topic is always part of the overall picture", he says.

"The HSE regulations define explicit requirements for the prevention of major accidents, for example through barrier management. The requirement for continuous improvement is also key. This forms the basis for achieving constantly better results in terms of safety and the working environment.

The PSA has received responses from Statoil Monstad and Statoil Hammerfest LNG concerning how the improvement points will be dealt with. For our part, we now consider this audit to be concluded.
