Follow-up of the Goliat FPSO – letters to Eni and Statoil

Before production resumes on the Goliat field, the Petroleum Safety Authority Norway (PSA) intends to conduct a verification on board the facility to check how Eni has dealt with the regulatory breaches related to electrical safety and control of ignition sources.


The PSA conducted an audit of electrical safety and the person in charge of the electrical facilities at Eni Norge (Eni) on board the Goliat FPSO from 19-28 September 2017.

On the basis of the observations made during the audit and in a meeting with Eni on 4 October, the PSA gave notice of an order on 5 October and, in accordance with the notice, Eni was ordered on 6 October to complete the systematic survey of potential ignition sources related to electrical motors with Ex construction, and to implement the necessary measures to reduce the threat of ignition as far as possible before production resumed.

The PSA has decided to conduct a verification related to the order on board the Goliat FPSO before production resumes on the facility. Eni Norge is been requested to inform the PSA when the order has been complied with and to facilitate the implementation of the verification.

Once the PSA’s verification has been completed, Eni Norge has been asked to take the initiative on holding a meeting to present its plans for resuming production. This meeting must take place before production is resumed on Goliat.

The PSA has also asked Statoil, as a licensee in the Goliat production licence, to account for the discharge of its see-to-it responsibility, with a particular emphasis on the resumption of production on Goliat. At the same time, Statoil has been asked to participate in the meeting as mentioned above.
