The audit activity was related to the operator’s work on ensuring compliance with the petroleum regulations’ requirements for electrical systems. The audit activity was carried out through meetings and conversations with operations personnel, verifications in the offshore facility and function tests of safety systems.
The audit placed special emphasis on those parts of the company’s management that include the electrical systems manager’s role, responsibilities and tasks during engineering, operations, modifications and maintenance of electrical systems.
One serious nonconformity was identified in relation to inadequate emergency power supply. Furthermore, two nonconformities and three improvement items were identified.
Based on this, the PSA has notified BP of the following order:
Pursuant to Section 38, second subsection of the Facilities Regulations relating to emergency power and emergency lighting, BP Norge AS is ordered to comply with requirements for emergency lighting to be available on the emergency switchboard following loss of main power so operations problems for the emergency power consumers do not occur, cf. Chapter 5.1.1 of the report.
The deadline for complying with the order is 9 March 2012. We must be notified when the order has been complied with.
Order and notification of order
An order is a administrative decision made pursuant to the regulations.
Before the PSA makes an order, it usually issues a notification of order to the companies concerned.
A notification of order is neither a measure nor a warning of sanctions, but part of the PSA’s administrative process as specified in its established procedural rules.
The notification is merely a first step before an administrative decision is made.
