Notification of order for Eni Norge AS following incident at Goliat

Eni Norge AS (Eni) has been issued with a notification of order concerning the identification and implementation of necessary measures following the incident on 26 August 2016 at Goliat.


On 26 August 2016, Goliat suffered a power outage and production was halted. Eni is investigating the incident. Goliat also suffered a similar incident on 10 May 2016.

Based on these incidents, we are issuing the following notification of order:

Pursuant to the Framework Regulations, Section 69, with reference to the Management Regulations, Section 22 concerning the handling of nonconformities, we order Eni to identify and implement necessary measures following the incident of 27 August 2016 in order to achieve compliance with health, safety and environmental legislation. A plan for the work of identifying and implementing measures is to be presented to the PSA by 5 September 2016.

Once the investigation has been completed, Eni is to present a binding, time-delimited schedule with deadlines for implementing corrective measures following the incident and a description of any compensatory measures to be deployed until the non-conformity has been rectified.

We are to be notified when the order has been carried out.

Any comments on the notification must be received by us by 12:00 on 30 August 2016.

Explanation of the terms "order" and "notification of order"
An order is an administrative decision made pursuant to the regulations. Before we issue an order, we generally send a "notification of order" to the affected companies.

A notification of order is neither an instrument nor a notice of sanctions, but a step in the PSA's case processing in which we request the party to assess the factual basis. The notification is only the first step before an administrative decision is made.

An order is a strongly preventive instrument which is legally binding on the recipient.
