Notification of order to Statoil – simultaneous operations and modifications on Troll A

The Petroleum Safety Authority Norway (PSA) has issued a notification of order to Statoil Petroleum AS (Statoil) in connection with an audit activity directed toward simultaneous operations and modifications on the Troll A facility.


The PSA has started an audit activity directed toward simultaneous operations and modifications on Troll A. The background for the audit is that Statoil is currently expanding the living quarters complex on Troll A and that this work will be carried out concurrently with normal operations.

The objective of the audit activity was to follow up the management of safety, working environment and emergency preparedness during the work of installing the new modules.

In connection with the audit activity, the PSA has received several documents from Statoil, including an impact study regarding night work on Troll A.

In a letter dated 28 May 2010, the PSA points out to Statoil that we cannot see that the night work on Troll A has been assessed in relation to Section 53 of the Framework Regulations relating to night work, which took effect on 1 July 2009.

Therefore, the PSA asked Statoil to clarify in what way the company has safeguarded or will safeguard the relevant requirements in Section 53 of the Framework Regulations relating to night work.

In its answer to the PSA, Statoil writes that Section 53 of the Framework Regulations forms the basis for their night work, but that they have not yet developed internal guidelines for the new provisions in Section 53 of the Framework Regulations.

However, the PSA cannot see that Statoil has clarified in what manner the relevant requirements in Section 53 of the Framework Regulations have been considered in the assessment of night work on Troll A.

On this basis, we have notified Statoil of the following order:
Pursuant to Section 58 of the Framework Regulations relating to individual decisions, Statoil Petroleum AS is ordered to establish internal requirements for the use of night work, cf. Section 5 of the Management Regulations relating to internal requirements, and also to carry out an assessment of whether the night work on Troll A is in accordance with Section 53 of the Framework Regulations relating to night work, cf. Section 13 of the Management Regulations relating to general requirements for analyses and Section 8 of the Management Regulations relating to the basis and criteria for decisions.

The deadline for complying with the part of the order relating to carrying out an assessment of whether the night work on Troll A is in accordance with the regulations, cf. Sections 13 and 8 of the Management Regulations is set at 19 July 2010.

We must be notified when the order is carried out and the result of the assessment must be sent to the PSA.

The deadline for complying with the part of the order relating to establishing internal requirements, cf. Section 5 of the Management Regulations, is set at 1 October 2010.
 

Order and notification of order
An order is a administrative decision made pursuant to the regulations.

Before the PSA makes an order, it usually issues a notification of order to the companies concerned.

A notification of order is neither a measure nor a warning of sanctions, but part of the PSA’s administrative process as specified in its established procedural rules.

The notification is merely a first step before an administrative decision is made.
