Order following investigation of ammonia incident - Naturkraft AS

The PSA has issued an order to Naturkraft AS following the investigation of the incident of 30 May 2013, in which two employees at Naturkraft's gas-fired power plant at Kårstø were exposed to an ammonia solution. The investigation identified serious breaches of the regulations.


On 30 May 2013, in connection with maintenance, a leak of ammonia solution occurred at Naturkraft's gas-fired power plant at Kårstø in Rogaland.

During work to replace a valve on the fill pipe of an ammonia tank, ammonia solution began spraying out when the flange was loosened.

One person sustained caustic burns to the skin and in the eyes, and another inhaled ammonia vapour and sustained minor impact injuries to an arm and a foot.

Investigation
On 3 June 2013, the PSA decided to perform its own investigation of the incident.

In the PSA's assessment, the incident held high risk potential. Under other circumstances, the incident could have caused very serious personal injuries and, in the worst case, the loss of life.

The investigation identified serious breaches of the regulations. On this basis, the PSA is issuing Naturkraft with a notification of order.

In conformity with the notification the following order is made:
Pursuant to the Framework Regulations, section 69 concerning administrative decisions, with reference to  section 10 concerning prudent activities; the Management Regulations, section 6 concerning the management of health, safety and the environment, section 17 concerning risk analyses and emergency preparedness assessments; and the Technical and Operational Regulations, section 50 concerning competence, Naturkraft AS is ordered to review its routines for performing risk assessments and training of personnel, to identify improvement measures and implement these by 1 December 2013; with reference to chapter 5 of the report, non-conformities nos 1 and 2.

We are to be notified when the order has been carried out.

   

Explanation of the terms "order" and "notification of order"
An order is an administrative decision made pursuant to the regulations. Before the PSA issues an order, the Authority generally sends a "notification of order" to the affected companies.

A notification of order is neither an instrument nor a notice of sanctions, but a step in the PSA's case processing in which we request the party to assess the factual basis. The notification is only the first step before an administrative decision is made.

An order is a strongly preventive instrument which is legally binding on the recipient.
