The audit revealed that Statoil's management and follow-up of barrier management, technical safety and electrical systems did not satisfy the regulatory requirements. The audit was performed as a spot check of randomly selected equipment and documentation.

On this basis, on 25.10.2013, the PSA issued Statoil with a notification of order.
In conformity with the notification, the PSA has issued Statoil with the following order:
Pursuant to section 69 of the framework regulations, on administrative decisions, with reference to section 38 of the facilities regulations concerning emergency power and emergency lighting, section 82(2) of the facilities regulations concerning entry into force, section 24 of the regulations on safety and communication systems on installations in the petroleum industry concerning emergency power systems, Statoil is ordered to ensure the operational functionality of the drive units to enable them to supply sufficient power when needed to the fire pumps; see chapter 5.1.1 of the report.
The deadline for complying with the order is set at 31.3.2014. We are to be notified when the order has been carried out.
Explanation of the terms "order" and "notification of order"
An order is an administrative decision made pursuant to the regulations. Before we issue an order, we generally send a "notification of order" to the affected companies.
A notification of order is neither an instrument nor a notice of sanctions, but a step in the PSA's case processing in which we request the party to assess the factual basis. The notification is only the first step before an administrative decision is made.
An order is a strongly preventive instrument which is legally binding on the recipient.
