Conducted on 9-11 January 2018, the supervisory activity with NAD and the West Phoenix mobile drilling unit focused on emergency preparedness, logistics, maintenance and the working environment.
The audit identified a number of nonconformities and improvement points in several areas of NAD’s management of health, safety and the environment on West Phoenix.
On the basis of the findings made in the audit, the PSA gave NAD notice of an order:
Pursuant to that notice, NAD has now been given the following order.
Pursuant to section 69 of the framework regulations on administrative decisions, see sections 6 and 21 of the management regulations on the management of health, safety and the environment and on follow up respectively, section 7 of the framework regulations on responsibilities pursuant to these regulations, and section 25 of the framework regulations on the application for Acknowledgement of Compliance for certain offshore mobile facilities with the guidelines, NAD is ordered to implement the following measures.
A scheduled plan for complying with the order must be submitted to the PSA no later than 2 March 2018. This plan must describe how the work is to be carried out and followed up, and when the order will be complied with.
