Order for Statoil following hydrocarbon leak on Heimdal

The Petroleum Safety Authority Norway (PSA) has issued an order to Statoil following an investigation of the hydrocarbon leak on the Heimdal field on 26 May 2012.

The hydrocarbon leak occurred in connection with testing of two emergency shutdown valves on the HMP1 drilling, production and living quarters platform on the Heimdal field on 26 May 2012.

The leak is among the most serious gas discharges on the Norwegian shelf in several years (cf. RNNP 2001-2011).

The PSA decided to implement its own investigation of the incident.Based on the findings in the investigation, the PSA issued a notification of order to Statoil: Notification of order to Statoil following the investigation of a hydrocarbon leak on Heimdal

In accordance with the notification, Statoil is hereby issued the following order:
Pursuant to Section 69 of the Framework Regulations relating to administrative decisions, cf. Section 6 of the Management Regulations relating to management of health, safety and the environment and Section 21 relating to follow-up, Statoil is ordered to:

  • Identify the causes why the improvement measures implemented in Statoil did not have the necessary effect on Heimdal
  • Ensure that the improvement measures, as previously mentioned, have the necessary effect on Heimdal and present a plan for the work that is necessary to achieve this
  • Confirm that there are no similar conditions that indicate an inadequate effect of the aforementioned measures on Statoil’s other facilities.

The deadline to comply with the order is 1 March 2013.

Explanation of the terms “order” and “notification of order”
An order is an administrative decision made in accordance with the regulations. Before we issue an order, we normally submit a “notification of order” to the affected companies.

A notification of order is neither an instrument nor a warning of sanction, but a step in our case processing where we ask the player to assess the factual basis. The notification is just a first step before an administrative decision is made.

An order is a strongly preventive instrument which is legally binding for the recipient.
