Audit of commissioning of the COSLPromoter drilling facility

The Petroleum Safety Authority Norway (PSA) has conducted an audit of COSL Drilling Europe AS (CDE) in connection with commissioning and testing of equipment and systems on the COSLPromoter drilling facility. The audit is part of the PSA’s processing of the company’s application for an Acknowledgement of Compliance (AoC) for the facility.

The audit was conducted in the form of a kick-off meeting in Stavanger and meetings/ verifications at the construction workshop CIMC Raffle in Yantai, China. The verifications took place during the period from 27-29 March 2012.

COSLPromoter is the third drilling facility CDE has built at the CIMC yard. The first facility - COSLPioneer – was delivered at the end of 2010, COSLInnovator at the end of 2011, while COSLPromoter will be handed over in the second quarter of 2012.

The purpose of the audit was to follow up the systems used for follow-up, testing and commissioning of the facility. Another intention was to verify compliance with regulatory requirements for selected solutions in electrical and safety systems, as well as how maintenance management and preservation work are safeguarded in relation to the company’s own compliance measurements and reporting.

CDE has applied for an Acknowledgement of Compliance (AOC) for the facility, and the audit is part of the PSA’s processing of the application.

The audit revealed that the follow-up system established by CDE to ensure that experience gained from the construction of the two previous facilities was safeguarded, functioned in a satisfactory manner.

However, nonconformities were identified in relation to:

  • Procedure for commissioning activities
  • Maintenance program
  • Marking of equipment and components

Improvement items were also proven in relation to:

  • Risk and barrier management, with regard to how safety strategies are to be prepared and communicated
  • Document control system
  • Compliance with own preservation procedure
  • Certification and calibration of instruments
  • Frost protection of fire water line

The company has been given a deadline of 15 May 2012 to provide an account of how the nonconformities will be handled, and howthe improvement items will be evaluated.
