Audit - detailed engineering Langeled

During the period 4-12 May 2004, the Petroleum Safety Authority Norway (PSA) conducted an audit aimed at the Langeled project's work on detailed engineering of the pipeline. Norsk Hydro Produksjon AS (NH) is the operator of the pipeline. Our main impression is that NH has established and implemented a satisfactory management system for this part of the development project.


Background for the audit

The tasks of following up to ensure that the players facilitate and maintain the technical integrity of installations, as well as contributing to the sharing of experience among the players, are key priorities for the HSE follow-up work performed by the PSA.

Another of the PSA's performance goals is to contribute to minimizing costs associated with the risk of material damage and unintentional interruptions of operations.

In connection with the PSA's consideration of the Langeled Plan for Installation and Operation (PIO), several areas were identified for follow-up in our continued work on the project.

It was important that this activity linked to detailed engineering was implemented at an early point in time, so as to form a good foundation for our continued supervision of the project.

Purpose of the audit

The purpose of this audit was to follow up to ensure that the engineering of the Langeled pipeline is planned and implemented in accordance with applicable regulations and recognized norms for pipelines.

Result of the audit

Our basic impression is that the project has established and implemented a satisfactory management system for this part of the development project.

No non-conformances were identified in this audit activity, however there were some areas that have a potential for improvement.


Updating of governing documents, as well as quality assurance of new versions of software are among the areas where a clear potential for improvement was identified.

The audit report was sent to NH on 2 July 2004.
