Audit of construction of process module for Volve

The Petroleum Safety Authority Norway (PSA) has carried out an audit of the technical safety, working environment and maintenance disciplines in connection with construction of a process module for Volve at Vetco Aibel's (VA's) construction workshop in Map Ta Phut, Thailand. Nonconformities and items with potential for improvement were identified in some areas.


The activity was carried out in the form of a meeting with Statoil in Stavanger on 19 April 2006, and verification at the construction workshop during the period 16-19 May 2006.

Background for the audit

The process module will be placed on the 'Maersk Inspirer', a jack-up drilling facility. Mærsk Contractors Norge AS (MCN) has previously received an Acknowledgement of Compliance for the Maersk Inspirer as a drilling facility. The facility is owned by AP Møller - Maersk as - and will be operated starting in early 2007 by MCN as a drilling and production facility for Statoil on the Volve field.

An audit of the engineering phase of the Volve project was conducted in the third and fourth quarters of 2005, targeting the areas of working environment and technical safety. This audit was a follow-up activity.

Purpose of the audit

The purpose of the audit was to verify that the technical solutions selected for the process module comply with the provisions of the regulations.

Result of the audit

At the time when the audit was carried out, the project was running behind schedule, with a completion rate of approx. 68%. This obviously also has consequences for completion activities such as mechanical completion and commissioning. Significant portions of these activities must be transferred to Haugesund and offshore.

In some areas we identified nonconformities and areas with a potential for improvement.

Management of preservation processes did not comply with the regulatory requirements.

There are particular improvement points in the electrical and instrumentation disciplines as regards how installation has been carried out. This also applies to follow up and control of welding operations.

A need for improvement has been identified as regards documentation in the working environment area.
