Audit of design engineering of 2/4M - technical safety

On 11 February the Petroleum Safety Authority Norway conducted an audit of ConocoPhillips Norge concerning design engineering of a new process and wellhead platform 2/4M on Ekofisk (photo). The activity was directed at the area of technical safety and focused in particular on fire protection, fire divisions and fire-fighting systems.

Background for the audit

ConocoPhillips Norge was granted approval last summer of its Plan for Development and Operation (PDO) of a new platform 2/4M centrally located on the Ekofisk field, with a bridge connection to 2/4J.

Design engineering of this installation is currently taking place in the project's offices at Aker Kværner on Buøy, where the audit also was conducted.

Purpose of the audit

The objective of the audit was to verify that the 2/4M platform is designed in accordance with provisions in the petroleum regulatory requirements.

Result of the audit

The regulatory requirements contain provisions to the effect that a number of analyses and studies shall be conducted to determine the accidental loads the installation shall be designed to withstand.

This audit verified that this had been conducted in a satisfactory manner with regard to explosion and fire analyses.

The results of the analyses have been used in the design of fire-fighting systems and fire divisions.

The audit had no comments on the design engineering of these systems.

We have, however, asked to be presented with more detailed documentation regarding the selected thicknesses for the passive fire-fighting material Chartec, especially for combination fires (jet fire - pool fire). Work on these documents had not been completed when the audit was conducted.
