Audit of detail engineering of load-bearing structures on Yme

The Petroleum Safety Authority Norway (PSA) conducted an audit of Talisman Energy Norge AS (Talisman) in Stavanger and SBM Offshore N.V. (SBM) in Rotterdam during the period 8 -10 May 2007. The audit was related to detail engineering of the load-bearing structures on Yme. We discovered no non-conformities in relation to the regulatory requirements.

Talisman is now developing a field on the Norwegian Continental Shelf for the first time. It was important for the PSA to conduct an audit early on in the project to contribute to ensuring that the engineering is in accordance with Norwegian regulatory requirements.

Purpose of the audit
The design of the load-bearing structures was emphasised during the audit. Talisman has chosen to use Section 3 of the Framework Regulations use of the maritime regulatory requirements, and it is the first time a facility resting on the seabed (storage tank with jack-up) is designed according to these the regulatory requirements.

Result of the audit
Our main impression was that Talisman used experienced personnel, and carried out analyses in accordance with the regulatory requirements and accepted standards. No direct non-conformities in relation to the regulatory requirements were found, but there are still 12 improvement items.
