Audit of drilling modules on Ringhorne

During the period 17-19 November 2003, the Norwegian Petroleum Directorate conducted an audit activity vis-à-vis Esso Norge AS on board the Ringhorne platform. The audit concerned the company's follow-up in connection with the completion of the drilling modules for the Ringhorne installation.

The activity was conducted as a system audit with interviews of relevant personnel from Esso and Prosafe Drilling Services (PDS) on the installation, as well as verifications in the drilling facility.

Background for the audit

This audit was a continuation of an audit conducted during the design and manufacturing of the drilling modules on Ringhorne in Stavanger, London and Rotterdam during the summer and autumn of 2001.

Purpose of the audit

The purpose of the audit was to assess whether the work carried out on the drilling facility and the systems in association with the drilling activities satisfies Esso's internal HSE requirements and the HSE regulatory requirements.

The audit focused on Esso's commissioning and start-up of equipment and modules, the management of change during the commissioning and start-up. There was also focus on the interplay between Esso, the contractor, the subcontractor and those using the equipment.

Result of the audit

As we saw it, the greatest challenge on Ringhorne was materials handling because there is no elevator installed in the outdoor area.

There was positive feedback in the interviews to the effect that the drilling module had been conducted in a satisfactory manner.

The Ringhorne installation has had a great deal of focus in Esso and the result seemed to be in accordance with expectations.

We registered during the audit that there was good cooperation between the management and the safety delegate service.
