Background for the audit
The Deepsea Atlantic is a mobile drilling facility currently under construction at the DSME yard in South Korea.
The drilling facility is slated for use in activities on the Norwegian shelf, with StatoilHydro as operator. Odfjell Drilling (Odfjell) has applied for an Acknowledgement of Compliance (AoC) for the facility.
Purpose of the audit
The purpose of the audit was to verify that management and technical aspects within the relevant disciplines conform to the regulatory requirements.
The audit was conducted on the basis of information received from Odfjell in connection with the AoC application, verifications on the facility and conversations between the PSA and Odfjell personnel in Bergen and Korea.
Result of the audit
We have noted a generally high standard as regards the equipment and systems selected within the relevant technical area.
Ongoing testing of the systems has revealed certain weaknesses in connection with the fire extinguishing systems, and steps have been taken to correct these issues.
We did note nonconformities in relation to regulatory requirements as regards the installation of operating instructions for some of the equipment, as well as functional labeling of important switches and other control equipment.
We also identified one nonconformity in connection with evacuation from high-voltage rooms.
Odfjell employs several project follow-up systems vis-à-vis DSME and, in total, there were many references to outstanding issues.
Such factors that represent nonconformities in relation to the regulatory requirements, and which are not closed by a specific date, have not yet been processed in the company's NON-CON system.
