Audit of electrical installations and instrumented safety systems – Kårstø

From 16-18 November 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of electrical installations and instrumented safety systems at the Karstø terminal.


Objective
The objective of the audit activity was to assess planning, implementation and follow-up of the activity in relation to regulatory requirements within the disciplines covered by the audit.

Results
The audit was carried out as planned with good facilitation from Gassco and Statoil.
 
The conversations held gave the impression of skilled and involved employees.

Two nonconformities were identified in relation to:

  • Water-filled oil pit below the transformer
  • Learning, training and drills in fire-fighting in sub-stations

Four improvement items were identified in relation to:

  • Safety signposting
  • Fire detection for transformers
  • Securing overpressure in sub-stations
  • Governing documents
