Audit of electrical installations at Slagentangen

Audit: On 31 March and 1 April 2009, the Petroleum Safety Authority Norway (PSA) conducted an audit of Esso Norge AS (Esso). The audit comprised the electrical installations at Slagentangen.


During the audit, we also emphasised safety systems focusing on the following factors:

  • Follow-up of items pointed out in PSA’s 2006 audit report.
  • Review of annual condition report for electrical installations, prepared by Esso.
  • General electrical safety, with follow-up of locking procedures and regulation of access to switchboard room.
  • Competence requirements for electrical personnel.
  • Verification of emergency lighting in distribution stations.
  • General condition of equipment.

Slagentangen
The refinery at Slagentangen (photo) in Vestfold county is situated on Oslofjorden. The refinery converts crude oil to fuels for sea, land and air transport, as well as heating products.

Background for the audit
The PSA is to set standards for and follow up to ensure that the players in the petroleum activities maintain high standards as regards health, safety and the environment, and thereby also contribute towards creating the greatest possible values for the Norwegian society.

The PSA shall also contribute to reducing the risk level in the petroleum activities by following up the players to ensure that they promote technical and operational integrity, and also follow up the interplay between people/technology/organisation in HSE-critical systems.

Electrical and safety systems are vital parts of the technical barriers, and good maintenance of these is important to maintain an acceptable risk level.

Purpose of the audit
The purpose of the audit was to contribute to Esso’s planning, managing and executing of its operations in accordance with HSE regulations in an efficient and targeted manner. Electrical installations shall be constructed, operated and maintained in such a manner that they do no constitute a risk to life, health and material assets.

Furthermore, we wanted to confirm that Esso plans, manages and executes its activities in accordance with the applicable regulations and recognised norms for the operation and maintenance of electrical systems at Slagentangen.

Result of the audit
The audit was carried out with good facilitation by Esso, and the participants gave a good professional impression.

One non-conformity in regards to emergency lighting in distribution stations was identified. The report also contains observations of potential areas of improvement. These are connected to the storage of flammable materials in distribution stations, deficient electrical installation and long-term temporary cooling fan connections.
