Audit of emergency preparedness on Stena Don

Audit: During the period 12-14 August 2008, the Petroleum Safety Authority Norway (PSA) conducted an audit of Stena Drilling AS on the mobile facility Stena Don. The audit targeted emergency preparedness. Our general impression subsequent to the audit is that emergency preparedness on board the Stena Don is safeguarded in a satisfactory manner.


The audit was conducted by means of review of documents, interviews, conversations and verifications.  An emergency preparedness drill was also held.

Background for the audit
Notice of the audit was issued on 9 May 2008, based on the Activities Regulations, Chapter VI – II relating to competence and Chapter XI relating to emergency preparedness. This was a planned activity in accordance with the PSA's 2008 audit plan.

Purpose of the audit
The purpose of the audit was to verify that Stena Drilling safeguards emergency preparedness on the Stena Don in accordance with regulatory requirements.  This includes organizing and attending to its own emergency response organization, means of evacuation, maintenance of emergency equipment and maintenance of the personnel's competence in relation to the emergency response functions they perform.

Result of the audit
No nonconformities were identified in relation to regulatory requirements, but we did find five factors with potential for improvement related to

  • marking of escape routes,
  • access to escape routes,
  • exercises and drills,
  • training and competence.

A comprehensive emergency preparedness drill was conducted during our stay on the Stena Don. The PSA has no comments regarding how this drill was conducted, other than the comments provided in the PSA's summary following the drill.

Otherwise, our general impression subsequent to the audit is that emergency preparedness on the Stena Don is safeguarded in a satisfactory manner, although there is some room for improvement.
