The verification included lead-bearing structures, watertight integrity, the ballast system, stability and the mooring systems.
Background for the audit
The plan is to use the facility used as living quarters for ConocoPhillips on Eldfisk for 22 months from August 2007. Port Reval will be moored in the vicinity of another facility, and will be linked to this installation via a gangway in order to function as living quarters for personnel on Eldfisk.
The AoC scheme was extended in 2006 to also comprise other types of mobile facilities registered in other national registers than drilling facilities. Port Reval is covered by this amendment of the scheme, and must therefore have an AoC in connection with the first consent for use on the Norwegian Shelf after 1 January 2007.
Purpose of the audit
The purpose of the verification was to verify compliance between the installation's technical condition in the relevant disciplines and the applicable regulatory requirements relating to health, safety and environment (HSE) for the petroleum industry on the Norwegian continental shelf (NCS).
Result of the audit
We identified 12 non-conformities relating to the petroleum regulations, and found eight areas with potential for improvements. The non-conformities and improvement items are related to the areas watertight integrity, the ballast system, structure and mooring.
The number of non-conformities and improvement items, and how obvious some of these are, make us question the quality and scope of the compliance measuring performed vis-a-vis the maritime regulatory requirements, which was carried out by OSM Offshore during the AoC process. The observations made during the verification also make us doubt whether OSM Offshore has an adequate management system to uncover existing and new non-conformities within the disciplines covered by the verification.
The PSA's verification is based on random samples in selected areas on the facility. We have no basis for expressing an opinion on the condition of other areas with equipment related to the same discipline areas. However, based on the finding in the verified areas, the other areas on the facility should also be inspected in terms of compliance with the maritime regulatory requirements.
We are particularly concerned about the non-conformities relating to watertight integrity.
