Audit of logistics and materials handling on Regalia

Audit: From 11 to 12 May 2009, the Petroleum Safety Authority Norway (PSA) carried out an audit of logistics and materials handling on the living quarters facility MSV Regalia.


The audit was aimed at circumstances related to logistics, including materials handling, cranes, lifting appliances, lifting equipment and use of lifting equipment.

The audit was part of the processing procedure related to Prosafe Offshore Ltd's (Prosafe's) application for an Acknowledgement of Compliance (AoC) for the facility.

The audit was carried out as a review of documents, talks and verifications on board the facility, which was at the Keppel Verolme shipyard in Rozenburg in Holland for maintenance, modifications and upgrades.

Background for the audit
MSV Regalia is a mobile living quarters facility built in 1985. The facility is registered in Singapore and classified by Lloyd´s.

Prosafe has applied for an AoC for the facility. After the stay at the shipyard, the plan is for the facility to move to the Norwegian Shelf for BP on the Valhall field.

Purpose of the audit
The purpose the audit  was to verify that issues related to logistics complied with the regulatory requirements. The verification was conducted based on the AoC application, as well as information received from Prosafe and the project team at the shipyard. 

Result of the audit
Non-conformities in relation to the regulatory requirements were identified during the audit, mainly related to flaws in and implementation of the management system, although Prosafe in its compliance assessment concluded that this is in accordance with the applicable requirements.
