Audit of manned underwater operations - Nyhamna

The Petroleum Safety Authority Norway (PSA), assisted by the Norwegian Board of Health, conducted an audit of manned underwater operations (MUO) at Nyhamna during the period 14-15 November 2005. The audit targeted Norsk Hydro (NH).

Background for the audit

The audit was conducted in part on the basis of the PSA's basic performance indicators, as well as internal audit plans and priorities as in "Commitment areas, prioritization and main activities aimed at land facilities in 2005".

Purpose of the audit

The purpose of the audit activity was to verify compliance with regulatory requirements for MUO. In this connection, emphasis was placed on adjustment processes in connection with the transition to a new regulatory regime for MUO at land facilities.

Result of the audit

Implementing the audit of MUO at Nyhamna has given the PSA good insight into the problems associated with such activities at land facilities. NH did a good job of facilitating the audit, and their diving services subcontractors were open and accommodating in relation to the PSA.

No direct regulatory nonconformities were uncovered, however, some areas were identified where there is a certain potential for improvement. This relates to administrative, technical, operational, training and health and working environment factors.
