Audit of radio and telecommunications systems on Leiv Eriksson

Audit: On 11 November 2009, the Petroleum Safety Authority Norway (PSA), with expert assistance from Telenor Maritime Radio, the Radio Inspection, audited the mobile drilling facility Leiv Eriksson. The audit focused on factors relating to radio and telecommunications systems.

The audit took place while the facility was at the Westcon shipyard in Ølen.

Background for the audit
The background for the audit was related to the follow-up of the Acknowledgement of Compliance (AoC) given for Leiv Eriksson on 11 July 2008.

Purpose of the audit
The purpose of the audit was to verify technical and maintenance-related factors in connection with radio and telecommunications systems on the facility, considered against Section 3 of the Framework Regulations relating to the application of maritime regulations in the petroleum regulations, other relevant regulations and national and international standards for mobile facilities.

Result of the audit
Six nonconformities and two potential improvements were identified within the area of radio and telecommunications systems.

Furthermore, the audit team commented on the lack of railing on the top deck of the facility under Item 6 of the audit report.

Daytime communication is handled by a communications operator in a designated position. At night, the navigation officer/maritime personnel on the bridge is responsible for communication and keeping watch. It was confirmed that everyone had GOC radio operator certificates.
