Audit of start-up of gas power plant at Kårstø

In the period 14 - 15 May 2007 the Petroleum Safety Authority Norway (PSA) conducted an audit of start-up activities at Naturkraft AS' (Naturkraft) gas power plant at Kårstø. We did not identify any non-conformities in relation to the regulatory requirements during the audit.

Background for the audit
The gas power plant at Kårstø is the first plant of this type to be started up in Norway. This type of plant is a priority area in our supervisory activities. Naturkraft is a new player in this field.

Purpose of the audit
The purpose of the audit was to review and follow up Naturkraft's systems for achieving a safe start-up of the plant. The audit covered topics such as commissioning, preparation for start-up and how the operating organization had prepared for taking over responsibility for the plant.

Result of the audit
No non-conformities in relation to the regulatory regulations were identified in the areas covered by the audit, but some improvement items were identified.
