Audit of Talisman – pipelines and subsea facilities

Audit: On 5 March 2009, the Petroleum Safety Authority Norway (PSA) conducted an audit of how Talisman Energy Norge AS (TENAS) operates and inspects pipelines and subsea facilities. No nonconformities in relation to regulatory requirements were identified.


The audit was conducted in the form of a meeting that covered management systems, condition inspections, risk-based inspection, cathodic protection and transfer of experience.

Background for the audit
Central priorities in our follow-up of HSE include

  • ensuring that the players follow up factors related to the technical condition of the facilities,
  • ensuring that the players prevent incidents that have a high potential in relation to major accidents and accidents that cause loss of life or serious personal injury, including hydrocarbon leaks.

Purpose of the audit
The purpose of the audit was to ensure that the requirements in the regulations relating to health, safety and environment are fulfilled as regards operation, maintenance and inspection of pipelines and subsea facilities.

Another objective was to contribute to the transfer of experience, including by implementing a project aimed at technological development and the need for early initial internal inspection.

Result of the audit
We identified factors with potential for improvement in portions of the governing documents and operations and inspection procedures.

We also see potential for improvements in the documentation of the quality of pipeline coating and verification of cathodic protection.
