Audit of the H7 and B11 compressor facilities

On 31 August and 1 September 2005, the Petroleum Safety Authority Norway (PSA) conducted an audit of GNSC H7 (German North Sea Compressor Platform) and B11. The facilities are located on the German Shelf in the North Sea. Gassco AS is operator, whereas ConocoPhillips is responsible for the operation. Our general impression subsequent to the audit is that H7 and B11 are operated according to the applicable regulations.

The audit was conducted in cooperation with representatives of the German authorities (Landesbergamt) and Germanischer Lloyd. The activity targeted areas including technical safety, electrical systems and crane and lifting operations.

Background for the audit

A Memorandum of Understanding between the Norwegian and German authorities governs how the two countries supervise the operation of these facilities. The authorities of both countries agree on joint audit activities to be conducted regularly.

Purpose of the audit

The purpose of the audit was to verify that the facilities are operated in accordance with applicable regulations in the above-mentioned areas.

Result of the audit

The general impression from the audit is that H7 and B11 are operated according to applicable regulations. We noted that the facilities were very orderly.

In the area of offshore cranes, major modifications and new installations have been carried out. Nevertheless, a few non-conformities and improvement items were noted. We have asked Gassco to deal with these items.
