Background for the audit
The audit was related to the PSA's overall objective of auditing the players' management of factors which reduce major accident risk.
Talisman, as operator, is now carrying out its field development on the Norwegian Shelf. The Yme facility (illustration) will be delivered by Single Buoy Moorings (SBM) and will be classified by Det Norske Veritas (DNV).
The company Edgen Murray (EM) is following up the manufacture of the legs, which are being built by Erndtebrücker Eisenwerk (EEW) in Rostock.
The legs are critical to safety and the manufacture is challenging with processing and welding of thick high-tensile steel.
EEW has established a brand new manufacturing workshop for the rolling and welding together of pipeline constructions in Rostock.
Purpose of the audit
The purpose of the audit was to ensure that Talisman manages and carries out the manufacture according to applicable regulatory requirements and recognised standards, with emphasis on follow-up of the manufacture at the sub-supplier EEW.
Result of the audit
Talisman has established a management system for the project, where quality plans have been established as a key management element.
The audit was carried out during an early phase of the manufacture, which had not commenced at EEW, but some local deliveries from sub-suppliers had arrived.
We identified five areas with potential for improvement. These areas are involvement of external classification company, external audit plan, establishment of statistical error analysis, update of organisational chart and traceability in relation to receiving inspection.
